The recall pertains to 70,480 Toyota and Lexus vehicles equipped with a 12.3-inch display, Transport Canada said in the recall notice.

The report says institutions that were supposed to protect the girl, like youth services and the school and health systems, did not co-ordinate a proper response to save her.
