Go to the File Types tab, scroll down to Microsoft Excel Worksheet (.xls not .csv) and click Advanced. Uncheck 'Browse in same window' (or 'Open Web documents' in place) and OK.

Open Windows Explorer and locate a .csv file and right click on it. From the subsequent menu, choose Open With and choose Excel. Tick the box that says "always use this program to open these files".
