With the Terminal, Windows has a common interface for Powershell, Command Prompt, and Azure Cloud Shell. This allows you to start the terminal directly with the command prompt.
To open an elevated command prompt, use the Windows + X keyboard combination (+ ) to open the Power User Tasks menu. When the menu is open click on the Command Prompt (Admin) menu option.
Instead of firing up the command prompt and manually navigating the depths of your filesystem, just Shift-Right-click the folder, click Open Command Window Here, and voilà—you're there.
